If memory serves it was a towerman's error that sent a MARC commuter into the path of the Amtrak. And yes it is CSX trackage.

Actually the engineer of the MARC train, running east, was found to have passed a caution signal at Kensington, and collied with the second locomotive of the Amtrak train that was changing tracks in front of it. It happened in a snowstorm.
